Why are exchange students so important? I need help with my junior paper projetct in the us :)

Hey, I'm right now an exchange studen in North Carolina, USA. In my English class I have to do a junior paper for the Graduation project and I choose the question: Should the government spent more money to offer scholarships for students who want to become n exchange student? For this now I need some articles about this topic. Do you know any good liks where I can find one? :)

I don't know if this is what you're looking for but I know that many of the major exchange organizations were created to help international relationships after the second world war.
